Job Description and Duties

Under the general direction of the Department of Water Resources (DWR) Director and within the Office of the Director, the Executive Manager of Climate Resilience and Sustainability will be responsible for the leadership and management of all aspects of the Department’s climate resilience and sustainability efforts by providing policy, programmatic, and budgetary direction concerning all relevant climate and sustainability initiatives, projects, and activities to manage and mitigate the impacts of climate change on the state’s water resources and management systems. This includes the responsibility for all Department climate change and sustainability policy formulation and implementation, utilizing the support of the Climate Change Matrix Team composed of multidisciplinary staff from across DWR. This position will be responsible for implementing the Department’s Climate Action Plan.

1. Demonstrated extensive leadership ability to plan, lead, organize, and direct the Department’s climate resilience and sustainability effort.

2. Demonstrated technical knowledge of federal and State laws, regulations, and directives related to climate resilience and sustainability.

3. Demonstrated tactical experience to establish goals and objectives, identify metrics to track achievements, and ensure timely and effective reporting.

4. Demonstrated executive ability to confer with and gain the confidence of top-level officials including the Directorate and control agency representatives, build partnerships, and to represent the Department as a subject matter expert on climate resilience and sustainability.

5. Demonstrated analytical ability to critically evaluate problems, propose alternatives, design, and implement innovative solutions, and take effective action.

6. Demonstrated effective interpersonal skills, with proven ability to negotiate and communicate complex issues and policies, both verbally and in writing.
